KKV Warns Tampere Window-Cleaning Firms Over Customer Sharing

Two Tampere window-cleaning firms face scrutiny after the Competition and Consumer Authority (KKV) urged them to review their practices, Aamulehti writes.
The paper notes that in a July 2025 article, a representative of a Tampere-based company said it had agreed with a competitor to divide certain customers, leading to those customers receiving no bids.
Under Finnish competition law, firms must determine their own competitive conduct, and dividing customers or market areas is illegal. KKV says cartels harm customers and society by raising prices and narrowing choices. In this case, the regulator sent advisory letters to the firms and closed the file due to resource constraints, but said it could reopen the investigation if new significant information emerges.
