Shorter Work Trials Cut Support for Tampere Youth

Shorter work trial rules are leaving unemployed young people in the Tampere region with less support since employment services moved to municipal control earlier this year, YLE reports.

Local organisations say the new criteria have slashed how long associations can host trainees. Third-sector groups such as the skate association Pirkanmaan Kaarikoirat say they used to be able to take a young person for six months, but now municipalities typically approve only one or two months; any remaining months must be placed in a company where there is a realistic chance of paid employment. Tommi Eskonen, service director for Tampere employment services, says staff have been told to assess whether a placement is likely to lead to real jobs because associations rarely provide continuity into the open labour market.

Skatepark volunteers and participants describe concrete effects on young people. Twenty-two-year-old Hilkka Koskinen began a wage-subsidized job at Kaarikoirat in April after a two-month trial she says felt too short—even though the placement helped restore daily rhythm, brought new friends and sparked an interest in event production. Association chair Teemu Grönlund argues the shorter trials undercut the very support that helps many youths move toward work; he says the club has already steered almost a hundred young people into jobs or wage-subsidized posts. Youth unemployment remains high in Pirkanmaa, with thousands under 25 unemployed early this year, highlighting the stakes of the policy change.
