Tampere Employment Area to Return €14.7M After Hitting 16 of 17 Targets in Debut Year
The Tampere Region Employment Area met 16 of 17 targets in 2025 and will refund €14.7 million to its 16 member municipalities, the City of Tampere says.
Launched at the start of 2025, the Tampere Region Employment Area met 16 of 17 annual targets and will refund €14.7 million to its 16 member municipalities, the City of Tampere said. Despite a difficult labour market, the joint employment structure produced a balanced financial result for 2025 and showed positive deviations in both revenues and expenditures.
Lower spending was driven by delayed purchased services and hiring restrictions linked to cooperation negotiations and organisational changes. The city recognised more state compensation for service debt than expected. The refunds to municipalities will be confirmed with Tampere’s financial statements.
The transfer of customers, services and personnel under the TE2024 reform proceeded in a controlled manner. Officials also completed an Employment Strategy 2035 to guide employer cooperation, anticipate skills needs, develop services and shift towards a demand-driven operating culture.
Johanna Kirjavainen, Chair of the Employment Division of the Committee for Vitality and Competence and Deputy Major, credited strong regional cooperation and committed staff for the results. Regina Saari, Director of Employment and Growth, said the organisation met its targets and will now be guided by the new strategy.
