Tampere to launch foresight planning model to tailor vocational training to employer needs

The city will introduce the shared foresight model in early 2026 to ensure vocational and adult education better match labour-market needs.

Educational institutions and Employment and Growth Services will form a core planning group to map competence needs, agree on providers and streamline administration to boost training quality and effectiveness.

Work began with a construction-sector pilot and includes employer surveys, shared foresight sources and regular checkpoints. By summer, the region aims to present a clear picture of training provision while remaining able to respond quickly to sudden changes.

Local education leaders and employers have urged more agile, data-driven offerings and systematic monitoring so training becomes a proactive tool for regional competitiveness.
