Tampere to Lead PIKI Library Network from 1 September 2026
The PIKI steering group approved a revised cooperation agreement on 2 April 2026 that strengthens Tampere's central role in the PIKI library network; the changes take effect on 1 September 2026.
The PIKI steering group approved a revised inter-municipal cooperation agreement on 2 April 2026 that gives Tampere a reinforced central role, with the changes due to take effect on 1 September 2026, the City of Tampere said.
The updated agreement clarifies decision-making and responsibilities compared with the 2012 pact it replaces: it sets principles for organisation and cost-sharing, assigns responsibility for the shared library system and customer register, and authorises Tampere to prepare and sign decisions on joint procurements. Niina Salmenkangas, director of library services, said the regional cooperation "enables high-quality library services for all PIKI municipalities' customers" and allows the region's library professionals to develop and maintain services cost-effectively and systematically.
PIKI is one of Finland's largest voluntary library consortia; there are more than 20 such cooperatives nationwide, with Helmet and PIKI the biggest. The agreement also clarifies the relationship between the PIKI steering group — now chaired by Tampere's library services director — and the member municipalities. From now on the network will prepare an annual cost estimate for municipal budget planning, and member towns will reserve funds to cover shared costs such as coordinating staff salaries and possible joint procurements. The revised agreement comes into force once all parties have signed and will remain in force until further notice.
