Finland’s municipalities could face about €900 million in unemployment penalty payments this year after a 2025 TE reform shifted costs to local governments; Tampere alone expects roughly €55 million in penalties.

Municipalities across Finland face up to €900 million in unemployment penalty payments this year, YLE reports.

Kuntaliitto development manager Mikko Mehtonen says the surge follows a 2025 TE reform that shifted and accelerated municipal responsibility for parts of unemployment benefits, so reimbursements now begin after about 100 days of unemployment instead of 300. Kela statistics show municipalities paid €103 million more in unemployment benefits in January–July than a year earlier; Kuntaliitto estimates this year’s total penalties at roughly €900 million, about €100 million higher than last year.

The costs are concentrated among the long-term unemployed: around 80 percent of the penalties stem from people without work for more than a year. Mehtonen calculates one unemployed person costs a municipality about €900 in the first year, rising to roughly €4,200 annually after two years. Municipal finances are squeezed by lost tax revenue as well, with an estimated municipal tax loss of about €2,500 per unemployed person. Cities such as Tampere are already feeling the impact with rising penalty bills and falling tax forecasts. Earlier reporting showed Pirkanmaa accounted for more than a quarter of Finland’s rise in unemployment regional figures, and Tampere has posted a €56.5 million first-quarter deficit as tax revenues fell city finances.

Tampere’s unemployment rate reached 17.1 percent in July, and the city’s penalty bill has roughly doubled since the TE reform. The city forecasts its penalties could hit about €55 million this year, while its tax revenue outlook has fallen by around €13 million. Nationwide, there were 361,800 unemployed jobseekers in employment services at the end of July, with 146,000 classified as long-term unemployed, an increase of over 17,000. Open vacancies numbered 28,240, far fewer than those seeking work.
