Urjala Exits Tampere Employment Area as Unemployment Surges

Urjala faces an exceptionally high unemployment rate and is taking radical steps this year, including breaking away from Tampere's employment area to join the Western Pirkanmaa region, according to YLE. The move is part of a broader reform of local employment services amid questions about how costs are distributed.

Urjala's unemployment rate sits at 18.2 percent, the highest in Pirkanmaa, with 236 people jobless in January 2025 and 339 in January 2026. Officials say the spike stems largely from an autumn change that reclassified rehabilitation-work program participants as jobseekers, making those outside the labor market more visible. Municipal leaders argue that long-term joblessness requires more than standard services and advocate a shift toward a one-stop model to ease the burden on welfare regions.

In another major step, Urjala has left Tampere's region after only a year and plans to join Western Pirkanmaa, with negotiations ongoing this year. The municipality reports a 15-million-euro budget and unemployment-management costs of about 1.5 million euros, plus more than 800,000 euros in fines under the new rules. This year Urjala also plans to open a recycling shop in partnership with a local organization to provide work trials and some subsidized work, aiming to help about 50 people annually; officials say the goal is to create a clearer local path to employment and a more affordable one-stop service for jobseekers.
