A car broke down in Tampere's Rantatunneli on Thursday, stopping between the tunnel and the Santalahti junction and forcing the closure of one lane, Aamulehti said.
The situation was cleared by 3:45 PM and traffic began returning to normal, Fintraffic's Tampere road traffic centre said. The passenger car was towed away. Traffic had been stopped intermittently around 3:30 PM, with queues on the tunnel's east side stretching as far as the Kekkosentie Neste station at the worst of the congestion.
The incident adds to the waterfront tunnel's history of frequent stops a March report noted 362 stopped vehicles last year.
