Cafe Metso Operator May Appeal to Market Court After City Awards Contract to Compass Group Finland
Cafe Metso operator Kaisa Kalliolahti may appeal to the Market Court after Tampere awarded the library café concession to Compass Group; a petition of over 10,000 signatures prompted an extraordinary city committee meeting.
YLE reports that Kaisa Kalliolahti, the current operator of Cafe Metso at Tampere Main Library, is considering an appeal to the Market Court; the deadline for an appeal is next Monday. The procurement decision that awarded Cafe Metso's concession to Compass Group Finland earlier this month followed a tie on quality; Compass Group's lower price gave it the edge earlier coverage.
A petition supporting Kalliolahti with more than 10,000 signatures was handed to Tampere city this week, prompting the Culture and Leisure Committee to schedule an extraordinary meeting on Monday to review the matter earlier coverage. A procurement lawyer working with Kalliolahti says they have found faults in the competitive tender documents and recommended filing an appeal, though no final decision has been made. Kalliolahti says she has requested additional city records for a possible case and that some documents have not yet been delivered.
Support has come from the local Ketjuton marketing community, which has promoted the entrepreneur and organised backing for Cafe Metso. Tampere's deputy mayor says the tender process contained no errors. Public law professor Tomi Voutilainen says any formal challenge must demonstrate specific mistakes in how bids were compared.
