Tampere has asked the Market Court to dismiss Vinedu Oy's appeal over the Metso library café use-right contract after Compass Group Finland won the tender.

Tamperelainen reports that Tampere filed its response with the Market Court on 4 November and asked the court to dismiss Vinedu Oy's appeal over the use-right contract for the Metso library café. Vinedu, the parent company behind the long-running Café Metso, lost the tender to Compass Group Finland Oy; PP Kahvilat Oy was also a bidder.

The city says the attachments to its response are confidential because they contain documents prepared for court proceedings. The administrative decision was signed by library services director Niina Salmenkangas.

The procurement and the appeal have stirred debate about the future of small local businesses in public service contracts. Café Metso has operated in the main library for nearly 20 years and enjoys strong customer support.

The contested use-right contract would run for two years starting next year, with an option for a three-year extension. Because the matter is still before the Market Court, the decision is not yet legally final, and the city has not said how Metso's café services will be organised from the start of next year.

The dispute follows earlier coverage: the city announced Compass Group Finland would take over Café Metso early next year city announcement in October, and the current operator warned it might appeal after a petition of more than 10,000 supporters earlier report in September.
