CityKatsastus and DEKRA win Tampere contracts in Traficom's 2027–29 driving test procurement

Traficom announced in a press release that service providers have been chosen for road traffic driving-test and licence services across eight regions and 43 municipalities for the 2027–2029 contract period, following procurements held 20 January–27 March 2026.

The procurement was split into two competitions. One covered practical driving tests; the other covered theory exams and licence services. Ten tenders arrived from six operators. Bids were evaluated on price, and the new contracts are due to start in 2027.

Ajovarma Oy will handle practical driving tests in Area 1 (Espoo and Helsinki), while CityKatsastus Oy will cover Areas 2–8. For theory exams and licence services, DEKRA Katsastus Oy won Areas 1 and 4; CityKatsastus will provide those services in Areas 2–3 and 5–8. Tampere, in Area 4, will therefore see practical tests run by CityKatsastus and theory and licence services handled by DEKRA.

"Our goal is that the contracts for 2027–2029 are signed by Midsummer," said department head Henna Antila. Antila said services should remain widely accessible nationwide even as the service network is streamlined next year, and noted many licence matters can be handled through Traficom's electronic My Services portal.

The current agreement with Ajovarma for driver examinations and related licence tasks runs until the end of 2026, so the new providers will take over at the start of the contract period. A map published by Traficom divides the procurement into eight areas, and the awards are intended to secure availability and quality across the country.
