Culture and Leisure Committee rejects attempt to overturn Metso library café contract
Tampere's Culture and Leisure Committee has declined to overturn the procurement that awarded the Metso library café contract to Compass Group Finland. The committee also reviewed a petition and the city's reply.
At a recent meeting, Tampere's Culture and Leisure Committee declined to overturn the procurement that awarded the Metso library café contract to Compass Group Finland. City documents presented at the meeting outlined how the tender was prepared, the basis for comparing offers and the procurement constraints.
Three bids arrived. They were evaluated against the pre-announced price and quality criteria. "The committee decided not to use its right to take over the decision, since the procurement was carried out in accordance with the procurement law and the offers were evaluated according to the pre-announced criteria," said Anne-Mari Jussila, chair of the Culture and Leisure Committee and Deputy Mayor for Education Services.
The committee reviewed a petition related to the café and approved the city's response. Jussila said the volume of signatures shows the café is a beloved part of the library experience.
The decision comes after the city's earlier procurement award to Compass Group and follow-up deliberations when the contract was awarded and when councillors weighed revoking the decision. A procurement review request concerning the Metso café contract was submitted to the city on Monday 28 September 2026 by current operator Vinedu Oy, which has indicated it may bring the matter to the Market Court after the award.
