Espoo set to receive more than 13 times as much per-resident state grant as Tampere

According to Aamulehti, Ministry of Finance calculations from June show Espoo will receive roughly €446 million in basic service grants this year, compared with about €27 million for Tampere. That works out to around €1,390 per resident in Espoo and €104 per resident in Tampere, according to the Association of Finnish Local and Regional Authorities (Kuntaliitto).

The gap stems largely from the social and health services reform and the equalization mechanisms built into its funding model. Under the reform, municipalities' past social and health services costs and funding still affect their state grants. A change limiter initially removed 60 percent of the difference between lost costs and lost revenues. That cut Tampere's grants by about €35 million a year and boosted Espoo's by roughly €116 million. A further system-change equalization element will add around €35 million to Espoo's grants by 2026.

Eero Laesterä, a doctor of administrative sciences, says the reform has fractured municipal financing. Tampere is already grappling with a projected €60.5 million deficit for the year and plans more cuts in next year's budget. The gap compounds the city's longer-term problems: it faces a planned €46.5 million shortfall for 2027 Tampere's projected 2027 deficit, and earlier this year a group of major cities warned that the state subsidy system breaches the constitution Thirteen cities' constitutional complaint in April.
