Tampere Homeowners Pay Below National Average for Municipal Charges

Homeowners in Tampere face municipal and regional charges averaging 5,734 euros this year, below the national average, according to Tamperelainen. The Omakotiliitto's tenth nationwide survey shows the countrywide average at 5,927 euros, with costs up about 81 euros from last year.

Across Finland, Savonlinna tops the chart with 6,755 euros in municipal charges, while Kittilä sits at 5,140 euros. Water charges rose 4.2% to an average of 1,064 euros for a three-person household, with Tampere residents paying 1,148 euros; Parikkala has the highest water bill at 1,721 euros and Kempele the lowest at 625. Waste charges climbed 1.7% to 223 euros, and Tampere remains below the national average. Electricity costs stayed close to last year as heating and electricity costs rose 0.7% and transmission charges 2.4%; a resilience surcharge planned for 2026 will raise electricity tax. Energy use accounts for 69% of total costs for a typical 120-square-meter, electrically heated home with three people, and of the 4,122 euros in heating and electricity costs, taxes make up about one third (roughly 419 euros electricity tax and 838 euros VAT).

The study updated its methodology for 2026; electricity energy prices are based on the average price of contracts from delivery-obligation electricity providers, and while energy price is included to show overall costs, it does not affect how municipalities are ranked. Nationwide property taxes rose about 0.6%. The Omakotiliitto notes that taxes are often overlooked in housing-cost calculations, with managing director Marju Silander stressing the tax share within heating and electricity costs.
