The government loosened rules on housing company loans in recent budget talks, a move that could raise shared housing-company debts and push monthly condominium charges for some Tampere studio buyers above €1,300.

The Finnish government decided in its recent budget talks to loosen housing company loan rules, a change YLE reports that could push monthly condominium charges above €1,300 for some studio buyers in Tampere. The move increases how much housing company debt can be taken and lengthens repayment terms, while the maximum repayment-free period is set to double.

Experts from tenant advocacy group Vuokraturva and urban geography professor Mari Vaattovaara sharply criticise the plan, saying it shifts risk from investors and builders onto ordinary buyers. "A home has become like a pawn in the financial market," Vaattovaara says, warning that lower advertised prices can mask large shared debts and rising future charges. Real estate agents and lenders, by contrast, argue the changes help kickstart stalled construction and make it possible for buyers to take possession of new homes with smaller upfront capital; Janne Särkkä of OP Koti notes many buyers immediately repay their share with a personal mortgage, though joint liability for the housing company loan remains.

The Bank of Finland has also cautioned that loosening loan rules could raise household indebtedness. YLE's reporting highlights concrete examples in Tampere: a 32 m² studio in the city centre listed with a debt share of nearly €150,000 and monthly charges approaching €1,300, a profile agents say may suit owner-occupiers but is unattractive as a pure investment return.
