One in Three Finnish Eateries Receive 'Needs Improvement' Food‑Safety Grades

Nearly one in three Finnish restaurants and fast-food outlets received a 'needs improvement' or 'poor' food‑safety grade in inspections between 2024 and 2026, though some Tampere establishments were later cleared.

Nearly one in three Finnish restaurants, fast-food outlets or grills received at least one "needs improvement" or "poor" grade in food-safety inspections between 2024 and 2026. YLE analysed more than 16,000 inspections and found 2,750 establishments, or 30.6 percent, under intensified follow-up after scores that required correction.

Inspectors found repeated temperature-control failures, poor hygiene and gaps in self-monitoring. In the worst cases, food samples showed bacterial levels above legal limits. They also recorded rodent droppings, cockroaches and flies; some businesses were temporarily ordered to stop food preparation until problems were fixed.

Johanna Björkroth, a food-safety professor at the University of Helsinki, said she was surprised by the high share of poor grades and sees the pattern as a clear drop in quality. Local officials and industry representatives say smaller operators often struggle most. Vantaa’s chief city veterinarian Kirsi Hiltunen said new entrepreneurs sometimes lack adequate premises or know-how, and Salon’s environmental health chief Noora Hinkka warned that limited Finnish-language skills can hamper compliance. Mikko Kankaanpää of Sokotel noted that large chains have stronger support systems, though even big operators have faced repeat notices; his inspections turned up cleaning issues, especially at floor level.

Some problems have been resolved locally. Tampere’s Hotel Ilves Rosso and Hotel Tammer’s basement restaurant remedied faults and later received top grades, and readers can check inspection cards to see findings for individual restaurants.
