Tampere to inspect household food-waste composters in six municipalities this spring
Tampere and five neighbouring municipalities will inspect household food-waste composters this spring to ensure they meet bio-waste rules; inspections are chosen on a risk basis and property holders are contacted in advance.
More households will face checks this spring to ensure food-waste composting complies with rules across Tampere and five neighbouring municipalities.
Inspections focus on areas where separate collection of bio-waste is mandatory — Tampere, Kangasala, Lempäälä, Nokia, Pirkkala and Ylöjärvi — and sites are largely chosen on a risk basis, for example where rats have been seen or where composters are unusually small. Inspectors contact property holders beforehand by phone, letter or the Suomi.fi message service; owners do not have to be present. They wear yellow high-visibility vests marked "waste management authority", carry Tampere city ID and do not enter buildings. Checks verify that residents sort bio-waste and that composters meet waste management rules; inspectors offer guidance on site and later send a written report with observations and any corrective orders.
Rules require composters intended for food bio-waste to be closed, vermin-proof (no gaps over 7 mm), sturdy, sufficiently spacious and well ventilated.
In 2025, 88 percent of inspected composters passed. The remaining 12 percent were non-compliant; some owners repaired or replaced units, while others switched to a commercial bio-waste service. Early inspections showed a clear need for advice: garden-waste-only bins were commonly rejected because they cannot accept food waste, and some properties had no composter.
Residents are reminded to notify any changes to their composting arrangements and to renew composting declarations every five years. Declarations made in 2022–23 will expire at the end of 2026 or 2027 and can be renewed via the regional waste authority's online service.
