Tampere approves €10.7m package to develop Nurmi–Sorila with housing and golf course

The City of Tampere's corporate committee on 14 April 2026 approved investing €10.7 million in Nurmi Resort Oy to develop the Nurmi–Sorila area, including new housing and a golf course.

The investment comprises a €3.7 million contribution in kind — the transfer of roughly 92 hectares of land — and a €7 million cash injection into the company's unrestricted equity fund. Matti Helimo, chair of the committee, said the €7 million will be returned to the city as zoning agreement compensation. The timing is expected in 2027, when the project advances and company costs require it.

Nurmi Resort Oy, a wholly city-owned development company established in 2023, will lead planning, prepare raw land and build sports facilities on a non-commercial basis. The operation of the golf course will be procured separately.

The decision follows a 2022 city board plan to extend the tram to Ruotula, which required relocating golf activities to Nurmi–Sorila. The project is part of Tampere’s long-term growth and land-use strategy to increase housing in northeast Tampere. A separate proposal to grant a municipal guarantee will go to the city council for consideration.
