Tampere committee to finalise ownership strategies for 10 city-owned companies in October

According to the City of Tampere, the city's corporate committee has begun reviewing updated ownership strategies for ten city-owned companies and will bring final proposals to the city board in October.

Ownership strategies set long-term objectives for how the city steers its subsidiaries, guide company boards and management, and provide a foundation for budget targets. The committee approved the first phase, covering eight subsidiaries, in June 2026. It plans to update all subsidiary strategies at least once per council term or whenever a company's strategic position changes. Matti Helimo, who chairs the committee, said the reviews aim to ensure owner guidance supports the city's long-term goals amid a changing operating environment.

Members reviewed the situation at Suomen Hopealinja Oy, noting contact from potential buyers, ongoing negotiations to continue commercial operations and a board plan for a controlled wind-down. The committee adopted a preliminary owner position that allows the company to realise assets while the city continues to seek market-based solutions. The dual approach is intended to limit financial risks to the city and to protect Viikinsaari ferry services where possible. Measures can be reversed if a comprehensive solution in the city's interest emerges. The move follows earlier city announcements that it had opened talks with prospective buyers to sell Suomen Hopealinja and that the company was due to end commercial operations after the 2026 season as previously reported.
