Tampere Proposes Municipal Takeover of Financially Troubled Hopealinjat Ferries

Tampere plans to transfer the financially troubled Hopealinjat vessels into the ownership of municipal operator Tampereen Kaupunkiliikenne and will reject two outside bid packages, a proposal the city’s corporate committee will consider next Thursday, YLE reports. The city owns both companies, and moving the ships under Tampereen Kaupunkiliikenne would allow officials to wind down Hopealinjat in a controlled way while avoiding long-term private funding commitments tied to the external offers. City financing would be needed. The proposal envisages leasing the vessels to a private operator for day-to-day service; the city would initially retain asset and major refurbishment risks and could sell the ships later when market conditions improve. The move follows months of talks and earlier efforts to find buyers after the decision to wind down Suomen Hopealinja. The process has also left Viikinsaari's summer ferry service uncertain. City officials said the two submitted offer packages failed to meet goals of securing ship operations on Lake Pyhäjärvi and Viikinsaari, protecting continuity, developing Viikinsaari’s services and limiting municipal costs and financial exposure. One bid would have left the city as a long-term funder of a private owner. The other relied on leasing arrangements that would have kept ownership and repair responsibilities with the city while leaving service delivery uncertain. Suomen Hopealinja has faced serious financial difficulties for several years. The proposal calls for an open competitive tender for Viikinsaari operations as soon as possible, and there is a risk that full summer 2027 service may not be deliverable.
