According to the City of Tampere, the city council approved the zoning plan for the area around Pispala highway at its 24 August 2026 meeting. The decision follows the council's mid‑August move to tighten building rights in Pispala to protect the area's historic character.
Covering roughly 21 hectares on the ridge between Lake Näsijärvi and Lake Pyhäjärvi, the plan includes parts of Ylä-Pispala, Ala-Pispala and Santalahti, with small sections touching Hyhky and Särkänniemi. The area is largely built up and privately owned. It contains well-known sites such as Rajaportti sauna, Haulitorni and Haulitehdas, the latter already carrying a protection marking.
Each plot will allow at least one dwelling and an outbuilding, and where space permits the outbuilding may include a secondary dwelling. Overall the proposal creates 135 zoning lots and would allow 18 new residential buildings on lots that include protected houses, plus four on vacant small-house lots. In total, 22 new residential buildings could be added.
After the public display period planners tightened a general provision to stress that new construction must be carefully fitted to the area's traditional scale, materials and colours. Residences on Ratakatu that had been excluded during preparation are now included, and the urban planning committee clarified façade, plinth and window division requirements.
The plan retains the current lot efficiency from the existing plan and adds protection markings along with building and repair regulations. The second zoning phase is now closed and a third phase has begun.
