Tampere Faces €46.5 Million Shortfall in 2027 Budget

The city has identified a €46.5 million gap in its 2027 budget and is seeking savings in procurement, service-area spending and corporate administration to bring the figures back into balance. Tamperelainen reported that councillors are split over potential tax rises and warned that small cuts would not close the gap councillors' debate; a separate story analysed proposals and found they would cover only a small portion of the shortfall analysis of proposed cuts.

In September, city committees reviewed a package of cost-cutting proposals after each service area drafted €1.0 million in additional measures and corporate administration submitted a €0.2 million proposal. Together these moves improve the budget framework by about €3.2 million. The budget baseline already reflects previously approved balance programme measures, the municipal-sector pay settlement and adjustments to internal rents. That still leaves a large shortfall.

Investment spending for 2027–2030 is expected to range between €225.5 million and €255.9 million, averaging roughly €239.2 million. The 2027 figure includes projects carried over from 2026 to limit early re-budgeting. Budget targets will be tied to Tampere’s strategy and prepared for committees, the employment committee, the city board and the city’s subsidiaries. The mayor’s budget proposal goes to the cooperation group on 19 October, the city board will handle the budget on 26 October, and the city council is set to decide on 16 November.
