According to the City of Tampere, the Elinvoima‑ ja osaamislautakunta proposes a 2027 budget prioritising employment and upper‑secondary completion while projecting an approximate €165 million operating deficit.

According to the City of Tampere, the Elinvoima‑ ja osaamislautakunta (Committee for Vitality and Competence) frames the 2027 budget proposal around strengthening employment, promoting new jobs and ensuring upper‑secondary students complete their studies, while including extra adjustment measures to rebalance the city's finances. Its operating balance for 2027 shows an estimated deficit of roughly €165 million. To narrow the gap, the proposal identifies savings in procurement, investments and other operating costs.

The package introduces new grant types, including a transitional labour market employment grant for the long‑term unemployed, and an internationalisation voucher to support international higher‑education students' internships and job prospects in Tampere. A pilot for the voucher is due to start in autumn 2026, with a €30,000 budget to fund ten vouchers.

Deputy Mayor Jaakko Mustakallio said the budget seeks to protect key long‑term goals in a difficult financial situation and that boosting employment and supporting young people's learning and completion are central to the city's vitality. The mayor's leadership group has directed service areas to find extra savings of €1 million each, with €0.2 million from corporate administration; together these measures are estimated to improve the city's result by about €3.2 million. The committee has an additional €0.5 million saving target.

The committee's proposal will feed into the mayor's budget, and the final 2027 budget will be decided by the city council in November. The proposal follows the employment subcommittee's €73.4m 2027 plan and complements the city's €113.6m proposal for schools and daycares in 2027.
