Tampere launches youth wellbeing ecosystem, sets five goals for 18–28-year-olds
Tampere has compiled a situational picture of 18–28-year-olds and launched a cross-sector Youth Wellbeing Promotion Ecosystem with five measurable goals to improve young adults’ wellbeing.
According to the City of Tampere, this spring the city compiled a situational picture of 18–28-year-olds’ wellbeing and, as part of its new wellbeing report, launched a cross-sector Youth Wellbeing Promotion Ecosystem to steer targeted measures.
The report treats young adults as a distinct group for the first time and sets five goals with measurable indicators to track progress, project manager Johanna Pyymäki says. A 2025 human-centred impact calculation examined loneliness and burnout among young people. It found these problems woven into everyday life, studies and social relations. Young people most often turn to friends and family for support, while official services often feel fragmented and hard to reach.
The new ecosystem brings together a core monthly group of about 30 organisations, including Tampere City units, the Tampere higher education community, Pirkanmaa wellbeing region, Artteli‑Kumppanuusyhdistys ry, the Pirkanmaa child and family organisations network, Tampere parishes, the Social Insurance Institution (Kela) and the Student Health Service Foundation (YTHS).
The project runs until 30 June 2026 under the Kaikkien Tampere development programme and is funded by the Ministry of Social Affairs and Health’s health promotion appropriation. Complementary work this year includes planning practical measures, developing wellbeing impact measurement, pursuing funding and advocacy. The project is also sharing the three-part Mielellään! training series for guardians and youth professionals; recordings are available on the project website.
