Tampere has adopted a citywide Digital Vision for Education and Upbringing to guide how digital skills are taught from early childhood through upper-secondary education until 2035.

Tampere has unveiled a citywide Digital Vision for Education and Upbringing that will guide how digital skills are taught from early childhood through upper-secondary education until 2035. The plan, approved by the city's Education service groups in spring 2026, sets age-specific goals intended to smooth transitions between education stages.

It responds to a regional survey of 276 education leaders that found weaknesses in digitalisation and staff training, and builds on a city survey showing nearly two-thirds of upper-secondary students use AI at least weekly on pupils' AI use.

Simo Turtiainen, Head of Basic Education, says daily use of digital services does not replace structured teaching. Pupils need guidance in digital literacy, evaluating information, online safety and using different systems. The vision sets defined skill goals for each year level, strengthens staff competence and includes instruction on responsible AI use. Teachers remain central to learning, with technology framed as a tool for personalised education and inclusion.
