YLE reports Tampere is considering a full ban on rented e‑scooter riding during weekend nights after data show serious head and facial injuries among intoxicated young adults are concentrated then.

YLE reports that data show serious head and facial injuries among intoxicated young adults in Tampere are concentrated on weekend nights, and the city is now considering a full ban on rented e‑scooter riding during those hours. The city will discuss the proposal with operators today.

National rules vary widely. A spring survey by the transport and communications authority Traficom — covering 58 municipalities and nine additional profiles compiled from public sources — found most municipalities restrict scooter speed, parking and operating seasons for shared e‑scooters. More than 90 percent set top speeds, with limits ranging from 8 to 25 km/h; in Kuopio some streets allow only 8 km/h. Municipalities must also issue micro‑traffic permits for professional rental, which are usually granted for one year and treated as test seasons by local authorities, Traficom expert Inkeri Parkkari told YLE.

Policies differ across the seven largest cities. Helsinki and Tampere cap the number of scooters — Tampere limits city‑centre fleets to 1,500 — while Turku, Oulu, Jyväskylä, Espoo and Vantaa have no fixed upper limits. Five of the big cities ban weekend‑night riding outright. Jyväskylä and Tampere still allow night use, but Tampere officials, including traffic engineer Pekka Stenman, say monitoring of required sobriety reaction tests has been insufficient. The city may tighten rules after reviewing accident data that show a weekend‑and‑young‑adult concentration of serious injuries.
