Urban Development Committee Approves €68.7M Net Investment Plan for 2027
The Urban Development Committee approved its 2027 budget proposal, including €68.7 million in net investments and an operating balance of €57.3 million amid wider city budget strain.
The decision comes against a difficult financial backdrop, following the council's June finding of a €32.5 million 2025 deficit and a May audit that found the city met only 53% of its 2025 targets.
The proposal sets operating revenues at about €36.3 million and operating expenses at €93.6 million, leaving an operating balance of €57.3 million for 2027. Net investment spending is planned at €68.7 million and includes development programme projects.
The framework reflects May negotiations with service units and guidance from the city management team. It factors in balance measures adopted in 2025, new measures for 2027, the municipal pay settlement, internal rent changes and mandatory cost increases tied to growth and rising price levels.
It also accounts for legal changes, growing service demand and shifting costs, and contains subsidy reductions within the committee’s envelope, although the mayor’s budget may revise those allocations.
On 4 August 2026, Mayor Ilmari Nurminen’s leadership team instructed each service area to prepare additional €1.0 million in measures. Committees will decide on their proposals separately, and the mayor will collect them into a full budget ahead of the city council’s final decision on 16 November 2026.
Binding targets for 2027 emphasise strengthening biodiversity, increasing the share of sustainable transport, diversifying housing production and boosting vitality in Tampere city centre. Long-term land-use work will focus along current and planned tram corridors.
