Amuri zoning draft could add 550 residents with five- to nine-storey blocks
A zoning amendment to densify four blocks in Amuri is on display in draft form; the city estimates the changes could add about 550 residents and a public meeting is set for 16 June 2026.
A zoning amendment to densify four blocks in Amuri has reached the draft stage and is now on display. The process began on 20 February 2025, and a public meeting is scheduled for 16 June 2026.
The proposal expands the planning area from three to four blocks currently occupied by 1970s apartment buildings owned by housing companies. It would allow demolition and replacement with mixed residential, retail and office blocks five to nine storeys high, with underground parking and ground-level yards. Total building rights would rise from about 8,700 to roughly 31,000 gross square metres, a change the city estimates could bring about 550 new residents to Tampere city centre.
The plan aims to preserve greenery and a sense of openness where possible, keeping space between buildings and guiding new trees into yards and street areas. Väinö Linnan Park and the adjacent exposed rock would remain. The draft and a revised participation and assessment programme are on public display, and residents can submit opinions to the city registry during the exhibition. Following the consultation and preparatory phase, the proposal will be developed into a formal plan for adoption by the city council.
