Tower and parking garage proposed for Hervanta's Ahvenispolku and Insinöörinkatu lots

According to the City of Tampere, a zoning amendment would replace parking areas at the corner of Ahvenispolku and Insinöörinkatu in Hervanta with high-rise infill. Planning materials are on display from 24 September to 15 October 2026, and residents can submit opinions to the city register during the viewing period.

It is one of several draft zoning changes shown this year, following a draft for Amuri and a proposal for Multisilta.

The plan would add a point-style residential tower beside an existing eight-storey apartment building and concentrate ground-level parking in a new parking garage. Building rights would increase by 8,250 square metres: 5,900 square metres for the residential block and 2,350 square metres for the parking structure, all within Hervanta's high-rise zone under the master plan. The site sits close to strong transport links. Insinöörinkatu carries the busy line 3 tram and the Duo shopping centre is about 150 metres away.

Planners have sought to protect local greenery by siting the building toward the north-east corner of the plot and keeping a 6.5-metre buffer from an existing row of birches. The draft says at least 13 trees will be removed, with the rest to be retained. Early consultation in June 2024 led planners to favour the point-tower option to reduce overshadowing and preserve views. The plan also forbids fencing of residential plots to keep pedestrian access open.
