City Council decisions passed on key planning items

Tampere City Council (Kaupunginvaltuusto) announced its decisions from the 17 March 2026 meeting, including approvals of several local land-use plans and the start of new rail-related regional planning work. The council also dealt with matters ranging from municipal budget changes to personnel and citizen initiatives.

In the meeting, youth council representatives reported that a leaflet for mobile youth work (Liikkuva nuorisotyö) has been distributed to councillor seats. The council also heard a presentation by futurist Ilkka Halava on the difficult choices of the turning point period. Among the planning decisions, it approved the South Jokilaakso zoning plan (Eteläisen Jokilaakson asemakaava 2400) dated 24 February 2026.

The council approved the zoning amendment for the station area, the west-side trackside area (Asemanseutu, länsipuolinen radanvarsi 2313), also dated 24 February 2026. Before the final vote, Markku Liimatainen proposed that the matter be returned for re-preparation, a motion supported by Iiro Silvander, Toni Eskelinen and Kim Savolainen; 46 councillors backed continuing the matter and five supported returning it. Iiro Silvander also made a separate proposal to reject the plan, but it lapsed for lack of support; Silvander later submitted a dissenting opinion, while Ville Pihola and Markku Liimatainen tabled motions (ponnet).

A major rail planning step came with the council deciding to begin work on the Rail Projects phased regional plan (Raidehankkeiden vaiheyleiskaava VYK8) and to place its participation and assessment plan on public display under the land-use planning act (MRA 30) while requesting the necessary statements. The council made similar procedural decisions to start work on the Kerava General Plan 2050 (Keravan yleiskaava 2050, YK9), again setting the participation and assessment plan on display under MRA 30.

Other items included noting the 2026 land-use and planning review, approving changes to the 2026 budget as proposed in the agenda’s explanatory section, and granting a resignation from elected duties to deputy councillor Hannu Helander while selecting Jussi Karhapää as the new alternate member for the city environment committee. The council also recorded the responses to several citizen motions, including proposals related to Pride flag displays, increasing awareness of neurodevelopmental conditions in Kerava, and a shared buffet and reservation container at Kaleva’s sports park; one motion was left on the table for the meeting.
