Court overturns €26m Särkänniemi decision, Tampere to phase redevelopment

A court ruling has overturned Tampere's nearly €26 million decision on the Särkänniemi redevelopment, forcing the city to split the project into smaller, staged elements while legal questions are resolved.

YLE reports that a June ruling by the Hämeenlinna Administrative Court overturned the city’s nearly €26 million investment decision and pushed Tampere to break the planned Särkänniemi redevelopment into smaller, staged projects. Work will continue, but in parts.

The city’s Särkänniemi steering group, chaired by deputy mayor Johanna Kirjavainen, met on Tuesday and confirmed detailed planning will proceed in collaboration with the amusement park company during the autumn. Kirjavainen told YLE the group still considers the proposals important.

Legal obstacles forced the rethink: the court issued an interim order in March 2025 preventing enforcement of the city’s decision and concluded the city had not sufficiently examined whether the investment might breach EU state aid rules. The city did not seek leave to appeal to the Supreme Administrative Court. The steering group has yet to decide which element will be pushed forward first: the hotel, spa, cable car, water park or multi-purpose arena.
