Tampere Suspends Sara Hildén Design Contract After Complaint

Tampere city has suspended the procurement for the main and architectural design of the Sara Hildén Art Museum in Särkänniemi, after JKMM Arkkitehdit lodged a formal remedy request challenging the tender documents, Tamperelainen reported.

JKMM said the request for proposals did not clearly separate suitability criteria from minimum requirements, and it was unclear which past projects counted as a reference building designed and executed in line with Finnish building regulations. The procurement unit reviewed the materials, found some requirements unclear and open to interpretation, and halted the process to relaunch the competition with clarified documents. The suspension was signed by property director Virpi Ekholm.

The procurement ran in spring, and an award decision was made in August in favour of a consortium formed by Arkkitehtitoimisto Lahdelma & Mahlamäki Oy and Arkkitehdit NRT Oy. The Sara Hildén Art Museum, owned by the city and located in Särkänniemi, is slated for major renovation and expansion. The current building dates from the late 1970s. Plans to relocate the museum to Finlayson in central Tampere were dropped a few years ago because of costs and site issues, and the city decided to develop the museum at its existing Särkänniemi site.

The suspension comes amid earlier legal and planning uncertainty around the wider Särkänniemi redevelopment. A court ruling this summer overturned a major decision and forced the city to phase the work the court ruling in August. The community board recently approved exception permits for alterations at Särkänniemi earlier this month.
