Safety and contamination fears prompt call to block Hatanpää retail expansion
Tampere’s community committee is being asked to reject a proposal to expand retail space at Lokomonkatu 11 in Hatanpää because of safety and land-use concerns.
The building owner applied to increase the share of retail beyond the zoning limit, telling local paper Tamperelainen that shop demand has risen while industry and office demand has fallen. They argue more retail would prevent vacancies and improve local services in a building that already houses several businesses.
City zoning officials counter that the deviation would undermine coherent planning and land use. The Pirkanmaa rescue department opposes the change because the site lies in an area with an elevated major-accident risk from dangerous-goods transport, warning that an accident could expose people to life-threatening conditions. Environmental protection officials said the site's history of use may mean contaminated soil, so any construction work must follow official guidance.
No neighbours objected. At its previous meeting the committee tabled the case unanimously for further study. The permit for retail use runs until 2027, and broader zoning work for the area is planned for 2029–2030.
