Tampere's community committee has again postponed a decision on a variance request to expand retail space at Lokomonkatu 11 in Hatanpää, Tamperelainen reports. The building owner wants to increase the allowed retail share from 10% to 20.9% of the building rights, arguing that demand for industrial and office space has fallen while retail needs are growing.
The rescue department opposes the permit, noting the property is close to the Viinikka marshalling yard, where hazardous-materials transport raises the risk of a major accident. The regional environmental protection authority has flagged possible contaminants in the building structure and soil, and recommends contacting the national Permit and Supervision Authority if the use changes.
City planners are preparing a wider southern downtown master plan to consider longer-term land-use solutions. The building currently operates mainly as retail under a temporary permit valid until 2027.
