Planning Committee Opposes More Shops at Lokomonkatu 11, Citing Rail Yard Safety Risk
The city planning committee is expected to refuse a permit to increase retail space at Lokomonkatu 11 in Hatanpää because the site sits near the Viinikka marshalling yard, raising a major-accident risk.
A property owner at Lokomonkatu 11 in Hatanpää has applied for a deviation permit to raise the share of retail space on the plot beyond the zoning plan, but the urban planning committee is expected to refuse the application at next week's meeting. Retail already dominates the site under a temporary permit that runs until 2027. The owner says demand for industrial and office space in the area has fallen while retail demand has risen, and proposes raising the retail share of the plot’s building rights from 10 percent to 20.9 percent. The committee's agenda cites an elevated major-accident risk because the building sits close to the Viinikka marshalling yard, where dangerous goods are transported. The rescue authority does not support the deviation permit. City zoning officials warn that increasing retail would harm coherent planning and land use. Environmental protection authorities flag potential soil contamination from past uses and urge contact with permit and control authorities. The plot is also designated in the master plan as an urban green development area that must be considered in any changes to the yard. The request comes as the city has recently considered other retail expansions in central sites, including a zoning revision for the Ratina–Sori bus station area that proposed expanded retail space, Tamperelainen reports.
