Site selectors scrutinise Tampere's zoning, workforce and utilities ahead of hydrogen investments

Site selectors who visited the Tampere region during the mid-January Hydrogen Summit & Expo are focusing on whether local zoning, infrastructure, labour supply and community support are in place for large energy and hydrogen investments, Business Tampere says.

Key expectations include completed or well-underway zoning, a credible local labour market and clear plans for workforce development, plus reliable utilities such as water, wastewater and electricity. Land-use constraints, environmental assessments and permits are reviewed too. Community attitude matters.

At the summit, Nicholette Ross of Global Location Strategies said impartial analysis is central to her work: “We take a step back and look at the whole picture: we analyze the situation, determine what the company truly needs, and listen carefully to both the starting points and long-term goals.” Based in Amsterdam, Ross highlighted energy availability, water and geopolitical shifts as decisive trends and referenced recent large-scale projects her firm has advised on.

Tuomas Vanhanen, program manager at Business Tampere, says the organisation presents Tampere’s strengths while being candid about weaknesses — unresolved issues tend to surface later anyway. He pointed to Business Tampere’s Data online service and projects such as JETSKIR and Reco Energy that aim to support industrial transition and regional energy efficiency. Vanhanen said regional assets — pulp mills able to supply biogenic CO2, abundant green electricity and planned wind and solar capacity — could make Tampere and Pirkanmaa competitive locations for hydrogen derivatives. A Finnish Energy Industries study shows Finland’s wholesale electricity prices among the cheapest in Europe, and local public bodies, infrastructure firms and an active EU office are lining up behind projects that could help make the region a leading hydrogen hub.
