Tampere will build a 24-place residential unit for adults with intellectual disabilities on Laurinahonkatu in Lamminpää after the municipal community committee approved a zoning deviation on 3 March 2026.

Tampere will build a 24-place residential unit for adults with intellectual disabilities on Laurinahonkatu in Lamminpää. The City of Tampere announced the plan, saying the site currently holds an industrial building with a demolition permit from November 2025 and that the municipal community committee approved the required zoning deviation on 3 March 2026.

The city’s disability council says it is shocked by media-fuelled opposition from some neighbours, who have voiced fears about noise, nuisance and falling property values. The council calls the reaction a NIMBY phenomenon and stresses that the UN Convention on the Rights of Persons with Disabilities guarantees the right to choose one’s residence and live as part of the community.

Council chair Katja Metsävainio said she hopes only a small minority hold prejudiced views toward new neighbours. Member Tarja Mesiä, whose daughter Laura lives in a Piikahaa unit in Rahola, described the everyday kindness she sees there and said Lamminpää’s hostility looks like ignorance and fear of the unfamiliar. Equality coordinator Mikko Ala-Kapee urged people to move away from discriminatory thinking, saying that education and good manners require respecting people as they are. The council reminded readers that Tampere is home to roughly 30,000 residents with various disabilities and that every district should be a safe, respectful home for all.
