According to the City of Tampere, Tampere and the Pirkanmaa welfare area, Pirha, are seeking a developer to build a 30‑unit communal housing facility for people with intellectual disabilities alongside market rental apartments on a plot in the Lakalaiva – Peltolammi area. Applications are open 4 November–11 December 2026. The call follows earlier plans for similar supported-housing projects in the city, including a proposed 24/7 care home in Niemenranta the Niemenranta plan and a 24‑place care home approved for Lamminpää the Lamminpää approval.
The special-needs building will contain 30 service apartments in total: 15 on the first residential floor for residents with challenging behaviour, and 15 on the second residential floor, all with round-the-clock staffing. The developer chosen in the concept call will build the unit and lease the entire building to Pirha on a long-term contract; Pirha will sublease the apartments to designated residents.
As a condition of the plot transfer, the market rental housing must provide a balanced mix to maintain the city's diverse housing stock. Up to 35 percent of the market rental units may be studios. At least half of those studios must be a minimum of 30 square metres, and at least half of the family apartments must exceed 60 square metres. These distribution requirements do not apply to the special-needs building.
Questions about the plot call can be submitted via the application page until Wednesday 11 November 2026. Answers will be published anonymously on the page by 18 November 2026. Applications with attachments must be submitted by 11 December 2026 at 15:45.
