Neighbour appeals permit for 24‑bed Lamminpää group home

A private resident has appealed to the Hämeenlinna administrative court over a permit for a planned group home in Lamminpää, challenging Tampere community board's decision to grant a deviation from the zoning plan, YLE reports.

Plans for a two-storey, log-built residential service unit on Laurinahonkatu would provide round-the-clock care for up to 24 residents, some of whom may have autism spectrum diagnoses. Operator Humana says the unit would employ about 22 staff, with roughly half on site at any given time. The plot includes plans for 12 parking spaces. A demolition permit for the existing industrial building on the property was granted in November 2025. The Hämeenlinna court is expected to consider the appeal over the coming year.

Local neighbours oppose the plan, arguing it would increase traffic, create disturbances and compromise safety for schoolchildren on the area’s narrow streets. They also fear extra shading, loss of privacy and falling property values.

The Pirkanmaa wellbeing area (Pirha) supports the construction and says the unit could be included in the region’s service network if it wins a procurement process, though Pirha has not committed to using the facility.
