Tampere Disability Council Blasts NIMBY Pushback in Lamminpää

The City of Tampere plans to build a 24-place housing unit for people with intellectual disabilities on Laurinahonkatu in Lamminpää; the site’s industrial building has a demolition permit for November 2025 and the project required a zoning exemption approved by the Urban Environment Committee on 3 March 2026, according to City of Tampere.

The proposal has provoked local opposition from some neighbours who fear noise, disturbance and falling property values, a reaction the Tampere Disability Council calls rooted in prejudice. Chair Katja Metsävainio said she hopes only a minority feel ‘‘prejudice and contempt’’ toward future neighbours, and stressed that ‘‘housing is a fundamental right.’’ The council points to Article 19 of the UN Convention on the Rights of Persons with Disabilities, which guarantees the right to live in the community, and urged education and respect for disabled residents. Tarja Mesiä, whose daughter Laura lives in the Piikahaka housing unit in Rahola, described a welcoming experience there and said the hostile responses in Lamminpää suggest fear of the unfamiliar. Non-discrimination Coordinator Mikko Ala-Kapee said discriminatory attitudes must be challenged so Tampere — home to around 30,000 people with various disabilities — remains a safe and respectful place for everyone.
