According to the City of Tampere, the employment subcommittee approved a €73.4 million 2027 budget proposal on 2 September 2026, with member municipalities set to fund €70.9 million under the regional cooperation agreement.

According to the City of Tampere, the employment subcommittee approved its 2027 budget proposal at a meeting on 2 September 2026. It totals €73.4 million.

Built on the city board’s budget framework, the plan foresees €70.9 million to be funded by member municipalities under the regional cooperation agreement, with Tampere covering 62% and other municipalities 38%. The plan responds to recent legislative changes, including an expanded youth recruitment subsidy that removed the unemployment-duration requirement and shortened minimum employment periods. An upcoming rule will oblige jobseekers to publish profiles on the Työmarkkinatori platform, with the employment authority and KEHA Centre tasked with supervising platform content.

Chair Jaakko Mustakallio said the pickup in labour demand and positive economic signals bring confidence despite a challenging employment situation. Employment and growth director Regina Saari emphasised that 2027 will focus on strengthening job placement, improving jobseekers’ skills and cementing a regional partnership model.

The budget text also outlines a shift toward cause-based cost allocation for specific supports, such as wage subsidies, over-55 employment support, start-up grants and discretionary expense reimbursements. Workplace arrangement subsidies and travel and accommodation costs would also be billed this way, allowing charges to reflect actual municipality-level expenditures.

The full Economic Development and Competence Committee will review the subcommittee’s proposal in September. It follows other recent city-budget decisions, including the Urban Development Committee's approval of its 2027 investment plan on 1 September 2026, and builds on earlier moves to secure regional youth recruitment funding after the city secured nearly €3 million for youth hiring in March 2026.
