Lukeva Tampere, launched in autumn 2025, is a citywide literacy programme aimed at boosting reading skills among children and young people from early childhood through upper secondary education.
It identifies three core priorities: building stable structures for literacy work across services; strengthening multiliteracies so young people can interpret and produce diverse texts; and making reading a visible, everyday habit.
Later this year the programme will stage a dedicated school day at the Tampere Book Festival, building on earlier plans for a citywide school day Lukeva Tampere's Book Festival school day. It also ties into a Tampere and Jyväskylä pilot to develop a national model for assessing public libraries' impact on children's reading the libraries impact pilot.
"Literacy is for everyone. The literacy programme ensures that every child and young person in Tampere has equal opportunities to grow and develop into a proficient reader," says Katja Saxholm, Tampere’s literacy coordinator.
The city plans to develop leisure and recreational activities linked to literature, support multilingual learning by using all the languages children speak, and promote reading with initiatives such as reading diplomas and reading challenges. Lukeva Tampere will be formally introduced at a press conference at Tampere City Hall on 22 October.
