Tampere libraries step up temporary bans after dangerous match-handling and toilet vandalism
Tampere's city libraries have issued 11 temporary bans so far this year, up from four in 2023, after a string of vandalism and safety incidents at branch libraries, including dangerous handling of matches and repeated toilet damage.
So far this year, Tampere city libraries have issued 11 temporary bans on patrons, up from four in 2023, following several safety and vandalism incidents at branch libraries.
Two people received 30-day bans this summer after security camera footage showed them handling matches at Kaukajärvi library in a way that could have endangered safety. A separate 15-day ban followed repeated defacement at Hervanta library, with staff saying the vandalism targeted toilet walls, doors and a toilet seat. Toilets had to be cleaned several times in a short period.
Library services manager Johanna Luukkonen said most visits run calmly. The libraries had 2.9 million visits last year, and bans remain rare. She said staff monitor safety closely, try to intervene early through conversations or by contacting guardians when minors are involved, and work with youth services, security and schools.
Under the Library Act municipalities may impose temporary bans of up to 30 days after giving the user a chance to be heard. Decisions can be appealed.
