Tampere opens cooperation talks in finance, human resources and communications amid €32.5m deficit
Tampere will begin cooperation negotiations in early September 2026 on finance, personnel and communications units after a €32.5m 2025 deficit and an audit warning of a difficult financial outlook.
Tampere will begin cooperation negotiations in early September 2026 covering finance and personnel services, and communications and marketing. Aamulehti reports the proposal to start the talks will go to the city board; the discussions were originally agreed in 2025 as part of the 2026 budget review, which called for a 2026 study of the units' organisation.
The move follows a €32.5 million 2025 deficit and an audit warning of a difficult financial outlook. A spring 2026 review singled out Tampere's communications and marketing for clearer structures and models, and city officials say the process aims to improve efficiency and could require substantial changes to staff duties. No immediate layoffs are planned. The employer intends to offer alternative positions where possible and is not aiming for immediate headcount cuts or direct savings. Dismissals remain a possibility if employees decline reassignment.
Talks will be held in the city's cooperation group, and any changes are planned to take effect at the start of 2027. The city board is set to decide on the procedure on Monday 31 August.
