Tampere to Start Co-operation Talks to Restructure Finance, HR and Communications
The City of Tampere will start co-operation negotiations in early September to restructure its finance, HR, communications and marketing functions, with changes planned for early 2027.
According to the City of Tampere, group director Juha Yli-Rajala said: "Now we want to go through the options openly before possible decisions." Co-operation negotiations will begin in early September to reform the city's finance, human resources, communications and marketing functions, with changes aimed for early 2027.
Aamulehti adds that Yli-Rajala said the aim is to examine the available options together with staff representatives before any decisions are made. It also notes that the procedure will be decided on Monday 31 August.
The talks follow spring 2026 reviews of human resources, financial operations, communications and marketing. Those reviews examined organisation, working methods, skills needs and resource use. Aamulehti further reports that the discussions were originally agreed as part of the 2026 budget review, with a 2026 study focusing on the organisation of the relevant units.
The reports identified opportunities to clarify structures, improve collaboration and strengthen the impact of services as the city adapts to digitalisation, artificial intelligence and tighter public finances. HR director Niina Pietikäinen said the negotiations will let staff representatives and managers assess practices together. No immediate layoffs are planned. Any cost benefits are expected to arise over the longer term through improved processes, services and IT systems.
The move follows the city's earlier announcement that it faces a €32.5 million budget deficit and that the city board will decide the procedure on 31 August the earlier city announcement.
