Tampere leases Maisansalo rent-free to keep development moving during appeal
Tampere has leased the Maisansalo tourism area rent-free to buyer Teiskon vihreä unelma while an internal appeal proceeds, aiming to keep development moving instead of stalling projects.
On April 17, 2026, the city leased the Maisansalo tourism area and its buildings to buyer Teiskon vihreä unelma for the duration of an internal appeal, YLE reports.
The city's property director approved the temporary lease to prevent development plans being stalled by a serial complainer who filed an appeal on March 17. Plot manager Pasi Kamppari said the measure is exceptional; transfers usually proceed without appeals. No rent will be charged during the short lease, the city says, because the site is being sold at market price.
The buyer will carry renovation and development costs at its own risk while harbour operations remain under city control. The SF‑Caravan Pirkanmaa area is excluded from the sale.
The sale contract for the roughly three‑hectare Näsijärvi shoreline property was signed in January 2026 for just over €540,000. The housing and real estate board approved the sale in February and will handle the appeal at next week’s meeting; the lease is due to begin the following day.
Mika Lahtinen, a representative of Teiskon vihreä unelma, said renovations have been underway for months and the company aims to open parts of the area on May Day with sima (a sweet, lightly fermented drink) and doughnuts. Larger accommodation plans are likely to move into 2027.
Tampere has filed a complaint that prompted a police preliminary investigation into the complainer’s actions, which the city says have caused significant delays to local building projects.
