Tampere seeks public feedback on revised building code emphasising biodiversity and climate goals

Tampere has published a draft revision of its building code that tightens planning and construction rules, with stronger emphasis on biodiversity, climate mitigation and the circular economy; the Urban Services Committee will review the proposal before council approval.

The draft tightens rules across planning and construction, placing stronger emphasis on biodiversity, climate mitigation and circular economy goals. It also adds sections covering building in the Tampere–Pirkkala Airport approach and flight restriction zones, and construction close to rail and tram lines.

An earlier draft was displayed in March–April 2026 and prompted a public meeting, several opinions and about 30 official statements. That feedback has already produced changes: a committee added a requirement that illuminated advertising larger than two square metres must be switched off between 22:00 and 06:00. Other notable revisions set quality standards for bicycle parking in apartment blocks, workplaces and schools (for example, frame-lockable and partly covered, lockable spaces), revised permit thresholds to exempt certain single-family house air-source heat pumps except on protected small-house sites, limited permit-free piers to one per plot under 50 square metres, and clarified that some ventilation repairs and alterations can be exempt from permits.

The proposal would elevate regionally and nationally valuable landscape and archaeological heritage areas alongside already protected built cultural environments, and tighten rules on outdoor storage and demolition reuse. The Urban Services Committee will review the proposal and recommend it to the city board, with final approval by the city council. The building code is scheduled to be updated to comply with the new Building Act by 2027, and displayed comments will be processed to refine the proposal as needed.
