Tampere prioritises renovation and repurposing in new facilities strategy
Tampere will prioritise renovating, repurposing and sharing existing municipal premises before building new facilities, after the housing and real estate committee approved a new facilities strategy.
A new facilities strategy was approved by the housing and real estate committee on Thursday, committing the city to prioritising renovation, repurposing and shared use of existing premises before new construction, Tamperelainen reports.
The strategy lays out common principles for the long-term development of the city's property stock, emphasising multi-use, cost-efficiency and low-carbon solutions. Property director Virpi Ekholm said the framework will help the city make consistent facility decisions that balance service network needs, financial limits and sustainability goals. Ownership will remain the main model for permanent, strategically important service buildings. Market rentals will provide flexible capacity, and the city plans to divest premises that no longer serve the service network or its strategic aims.
The strategy aligns with the city's draft building code, which tightens planning and construction rules and stresses biodiversity, climate mitigation and circular-economy principles.
