According to the City of Tampere, the culture and leisure committee approved a new 2026–2040 service network plan covering culture, sports, libraries, youth services and education.
Deputy Mayor for Educational Services Anne‑Mari Jussila said the plan, updated each council term, sets strategic directions rather than listing investments.
It highlights two major clusters. Planned for about 2029–2031, the Hakametsä Sport Campus is a hybrid public‑private complex that will bring together a new upper secondary school, indoor sports facilities and the Hakajäät ice sports cluster.
A large cultural and events hub at Hiedanranta is intended to provide long‑term shared spaces for the city and other funded cultural actors, and may include a separate Artists' House.
The plan also calls for new libraries in Hiedanranta and Vuores. Local service points at Asemakeskus, upgraded youth premises in Kaleva and Vuores, and additional swimming and outdoor sports facilities are included.
