Tampere Pledges €1.9M to Expand Low‑Threshold Community Spaces

According to the City of Tampere, Tampere will run a new 'Tampere For All' development programme through the end of 2029 and has earmarked €1.9 million for 2026 to expand community services and promote equality across the city. The programme implements the City of Action strategy and the Our Tampere mayoral programme.
It aims to create a network of low‑threshold community spaces where residents of all ages can meet, participate and receive practical support. Programme manager Jaakko Laurila says work will build on existing meeting places and city facilities; this spring a new intergenerational community café will open on the ground floor of Youth Culture Centre Monitoimitalo 13, next to new recreational facilities for seniors. Planning for activities will begin this spring in Hervanta, Kaukajärvi and Linnainmaa with residents and local organisations, and ongoing initiatives — such as sustainable living projects at Kaleva Hall — will continue to receive support.
Designed to tackle challenges arising from Tampere’s rapid growth and diversification, the programme targets risks such as segregation and varied life situations. Activities range from digital support, community meals and language learning to neighbourhood work that enhances safety, outreach, and cultural services. The city plans to evaluate the work and retain the most effective operating models when the programme concludes.
